Report of the Endline Assessment and Scale-Up of the Homegrown School Feeding Programme (HGSFP) in Four LGAs in Ogun State

For the last two years, Action Health Incorporated (AHI), has been monitoring the implementation of the Home Grown School Feeding Programme (HGSFP) in 60 schools in Ogun State. To ascertain the changes in the implementation of the HGSFP across project schools in selected Local Government Areas (LGAs) – Ado-Odo/Ota, Ifo, Ijebu Ode and Sagamu, an Endline Survey was conducted amongst different stakeholders in the 60 intervention schools and 30 non-intervention schools. Mixed methods of data collection were employed for the survey between March 16^th and March 20^th, 2020.

The aim of the endline research was to assess the status of the delivery of the HGSFP in the project LGAs through feedback from different stakeholders and identify gaps in the current operational procedures of HGSFP in the non-intervention schools.

The activities carried out during the research exercise were as follows:

• Meetings with the Local Government Education Area (LGEA) Education Secretaries in the 4 Project LGAs
• Interviews with different stakeholders, including the LGA Officers in charge of HGSFP, Head/Health Teachers, Cooks, and School Based Monitoring Committee (SBMC) Members
• Focus Group Discussions (FGDs) with parents of children in 60 schools across the project LGAs

Some of the key challenges in the implementation of the HGSFP documented during the endline research exercise included administrative issues, funds disbursement and logistics issues, and low levels of community participation at non-intervention schools.

A total of 90 schools were selected across Ado-Odo Ota, Ifo, Ijebu Ode and Sagamu LGAs for the survey. Data was collected using quantitative method (survey) and qualitative methods (FGD). The quantitative methods included the use of questionnaires to solicit information from the Head/Health teachers, and Cooks; a Focus Group Discussion for selected mothers at the LGA level; and Key Informant Interviews for selected stakeholders to provide in-depth information on important implementation issues.
